         WKF Technical Commission Rules

1. GENERAL DISPOSITIONS
1.1. The Technical Commission is an advisory body of WKF for technical matters and with
specific disciplinary faculties, being appointed by the EC based on the proposal of the WKF
President.
1.2. The primary functions of the commission are to:
1) Propose improvements to WKF events for the consideration of the Executive Committee
2) Propose improvements to the competition rules for the consideration of the Rules and
Ranking Commission
3) Coordinate with the RC Chairman the presentation for the Accredited Coach Briefing
and the questions for the Coach Certificate Exams.
4) Conduct written exams for Coach Certifications and coach briefings during the annual
World Championships.
5) Maintain a database of WKF qualified coaches in coordination with the WKF HQ.
6) Represent the Technical Commission, by the Technical Commission Chairman, or
his/her appointed member, in the Rules and Ranking Commission
7) Know and resolve as a first instance disciplinary tribunal on those disciplinary matters
that affecting coaches are submitted to its consideration on the basis and according to
the WKF Disciplinary and Ethics Code.



2. COMPOSITION
2.1 The Technical Commission will consist of the Chairman and up to fifteen (15) members,
representing both genders, all appointed by the Executive Committee. The Five (5)
Continental Federations will be represented in the TC. One of the TC members will be
proposed by the TC Chairman to the WKF President to be appointed as Secretary of the
Technical Commission.
2.2 Members have to be supported by their respective National Federation. They shall also be
active members of the NF attending regularly the World and Continental Championships
as part of their NF delegation.
2.3 The Technical Commission members cannot during their term act as Coaches or Referees
at World Championships or any other WKF event where their presence has been requested
by WKF to function as a TC Member.
2.4 Presidents of NFs, EC members of WKF or its Continental Federations, cannot serve as
members of the Technical Commission.
2.5 The Technical Commission members will cease their duties in the following cases:
resignation, failure to attend 2 (two) meetings in a row, being elected in the positions of NF
President or continental EC member, or by revision of the TC composition by the WKF
Executive Committee.
3. WKF TECHNICAL COMMISSION POWERS AND AUTHORITIES
3.1 To make to the WKF Executive Committee aware, through the Sports Commissioner – or
if deemed necessary, directly to WKF President, - of any matters which may arise in the

running of the WKF Championships.
3.2 To elaborate and present for the Rules and Ranking Commission, any proposed changes
to all rules and regulations related with Karate competition.
3.3 To organise technical meetings that contribute to the proper technical feedback of all WKF
Continental Federations.
3.4 To study and propose to the WKF Executive Committee, through the Rules and Ranking
Commission, the modification of competition categories and weights.
3.5 The Technical Commission may, with the agreement of the President, convene meetings
of its membership to discuss matters concerning the technical development of Karate
worldwide and to propose meetings with Continental Commissions and/or other institutions
that may contribute to the development of Karate at International level.
3.6 Meetings and activities of the Technical Commission will be internally co-ordinated and
minuted by the Technical Commission Secretary. The minutes will be sent to the members
of the Technical Commission and the WKF President by the Secretary of the TC.
3.7 To perform the technical supervision of World Championships and other official WKF events
as requested by the WKF President.
3.8 To monitor the behaviour of coaches during World Championships and official WKF events
as requested by the WKF President.
3.9 To act as first instance disciplinary tribunal in disciplinary proceedings involving coaches
who do not follow, or who breach the code of ethics, rules and regulations, or behave in
such a way that harms the prestige of karate-do.
3.10 In the event of a serious infraction by any coach, the Technical Commission shall have the
power to revoke or suspend the coaches’ accreditation.
4 WKF- TECHNICAL COMMISSION CHAIRMAN POWERS AND AUTHORITIES.
4.1. To represent the WKF-Technical Commission in general, and specifically as a member of
the Rules and Ranking Commission.
4.2. To call for and chair the Technical Commission meetings.
4.3. To elaborate the meeting agendas including items proposed by other Technical
Commission members.
4.4. To take all necessary measures and provisions for the smooth running of the meetings.
4.5. To propose to the WKF-EC, through the Sports Commissioner, all measures that in the
opinion of the Technical Commission, may lead to the betterment of the sport of Karate.
4.6. To inform the Sports Commissioner of all resolutions adopted by the TC.

4.7 To coordinate the venue for the coaches briefing course and examinations prior to World
Championships and keep the Chief Referee informed of location, times and any changes.
4.8 To inspect the coach course venue and ensure all facilities and paperwork are available for
the course and the examination to take place.
5. OPERATION OF THE WKF-TECHNICAL COMMISSION
5.1. The WKF Technical Commission shall meet in ordinary session at least once a year.
The meetings shall be convened by the WKF-Technical Commission Secretary, by order
of the Chairman, enclosing the agenda proposed.
5.2. A quorum for meetings will be at least 6 (six) members, one of them being the Chairman.
5.3. The Technical Commission resolutions will be adopted by simple majority. In the event of a
tie, the Chairman will have a casting vote.
